Refine copywriting style in Chinese locale files

Per this thread suggested, there is still some room for improving the current Chinese locale files.

TL;DR for those not clicking the link.

  1. Add one space before and after English words, numbers, except between an English word and a punctuation.
    E.g.
    2.Good*
    我的名字叫 Linus。
    3.Bad*
    我的名字叫Linus。
  2. Use 「」『』 instead of ‘ ”
