Contacts suggestion shows only the people added in the contacts explicitly. But it would be better to see people from the domain directory as well. This is an issue on organizations with their own domain and then I am unable to access the contacts under the domain directory.
Domain directory contains the info about all the people under that domain, hence it is easier to send mails.
